【政策法规】国务院关于推(tui)进普惠金融高质量发(fa)展的实施意见

 国务院日(ri)前印(yin)发(fa)《关(guan)于推进普(pu)惠金融(rong)高(gao)质量发(fa)展的(de)实施意见》,明确了(le)未来五年推进普(pu)惠金融(rong)高(gao)质量发(fa)展的(de)指(zhi)导思想、基本原则和主要目标,提出了(le)一系列政策举措(cuo)。全文如(ru)下:

各(ge)省、自治区、直(zhi)(zhi)辖(xia)市(shi)人民政(zheng)府,国务(wu)院各(ge)部委(wei)、各(ge)直(zhi)(zhi)属机构:

近(jin)年来,各(ge)地(di)区、各(ge)部门(men)认真(zhen)贯彻落实(shi)党中央、国(guo)务院决策部署,推动(dong)我国(guo)普(pu)惠金(jin)(jin)融(rong)(rong)发展(zhan)取得长足进步,金(jin)(jin)融(rong)(rong)服务覆盖率、可(ke)得性(xing)、满意(yi)度(du)明显提(ti)高,基(ji)本(ben)实(shi)现(xian)乡乡有机构(gou)、村村有服务、家(jia)(jia)家(jia)(jia)有账户,移动(dong)支付(fu)、数字信(xin)贷等(deng)(deng)业务迅速发展(zhan),小微企业、“三农”等(deng)(deng)领域(yu)金(jin)(jin)融(rong)(rong)服务水(shui)平不断(duan)提(ti)升(sheng)。新(xin)形(xing)势下(xia),普(pu)惠金(jin)(jin)融(rong)(rong)发展(zhan)仍面临(lin)诸多问题和挑战,与全面建设社(she)会主义现(xian)代化国(guo)家(jia)(jia)的目标(biao)要求还存在较大差(cha)距(ju)。为构(gou)建高水(shui)平普(pu)惠金(jin)(jin)融(rong)(rong)体系,进一(yi)步推进普(pu)惠金(jin)(jin)融(rong)(rong)高质量发展(zhan),现(xian)提(ti)出如下(xia)意(yi)见。

一、总体要求

(一)指导思(si)想

以习近(jin)平新(xin)时代中国特色社会主义思想(xiang)为指(zhi)导,深入贯彻党(dang)的二(er)十大精神,认真落实党(dang)中央、国务院决策部(bu)署(shu),牢牢把握金融(rong)工作的政治(zhi)性和人民(min)(min)性,完(wan)整、准确、全面(mian)贯彻新(xin)发展理念,深化金融(rong)供给(ji)侧结构性改(gai)革(ge),推进普(pu)惠金融(rong)高质量发展,提(ti)升服务实体经(jing)济(ji)能力,防(fang)范化解(jie)各类(lei)金融(rong)风(feng)险(xian),促进全体人民(min)(min)共(gong)同富裕。

(二)基本原则

——坚(jian)持(chi)党的(de)(de)领导(dao)。坚(jian)持(chi)加强党的(de)(de)全面领导(dao)和(he)党中(zhong)央集中(zhong)统一(yi)领导(dao),充分发挥中(zhong)国特色社会主(zhu)义(yi)制度优势,进(jin)一(yi)步发挥各级党组织的(de)(de)作(zuo)用(yong),为普惠金融高质量发展提供坚(jian)强的(de)(de)政治保证和(he)组织保障。

——坚持人(ren)(ren)民(min)(min)(min)(min)至(zhi)上(shang)。牢固树立以人(ren)(ren)民(min)(min)(min)(min)为(wei)中心的(de)(de)发(fa)展思想,坚持普惠金融发(fa)展为(wei)了人(ren)(ren)民(min)(min)(min)(min)、依靠人(ren)(ren)民(min)(min)(min)(min)、成果由人(ren)(ren)民(min)(min)(min)(min)共(gong)享。始终把人(ren)(ren)民(min)(min)(min)(min)对美(mei)好(hao)生活(huo)的(de)(de)向往(wang)作(zuo)为(wei)普惠金融发(fa)展的(de)(de)方向,自觉担(dan)当惠民(min)(min)(min)(min)利民(min)(min)(min)(min)的(de)(de)责(ze)任和使命,切实增(zeng)强人(ren)(ren)民(min)(min)(min)(min)群众金融服务获得(de)感。

——坚持政(zheng)(zheng)策(ce)引领。进(jin)一步明确各级政(zheng)(zheng)府责任,加(jia)强规划引导,加(jia)大政(zheng)(zheng)策(ce)、资源倾(qing)斜(xie)力(li)度。坚持依(yi)法(fa)行政(zheng)(zheng),优(you)化营商环境,维护市(shi)场秩序(xu)。完善基(ji)础设施、制度规则(ze)和(he)基(ji)层治理(li),推进(jin)普惠金融治理(li)能(neng)力(li)现代化。

——坚持改革(ge)创新。坚持市场化(hua)、法治化(hua)原(yuan)则(ze),遵(zun)循金融规(gui)律,积(ji)极稳妥探(tan)索成本可(ke)(ke)负担(dan)、商业(ye)可(ke)(ke)持续的普惠金融发(fa)展模式。持续深化(hua)改革(ge),破除机制障碍(ai),强化(hua)科技赋能。加强国际交流合作,以高水平开放推(tui)动高质量(liang)发(fa)展。

——坚(jian)持安全(quan)发(fa)展。坚(jian)持底线(xian)思维,统筹(chou)发(fa)展和安全(quan),加强(qiang)和完善现代金(jin)融(rong)(rong)监管。坚(jian)决(jue)打击非法金(jin)融(rong)(rong)活动,着力(li)防范化解中小金(jin)融(rong)(rong)机构风险,强(qiang)化金(jin)融(rong)(rong)稳定保(bao)障体(ti)系,守(shou)住不发(fa)生系统性金(jin)融(rong)(rong)风险底线(xian)。倡导负责任金(jin)融(rong)(rong)理念(nian),切实保(bao)护金(jin)融(rong)(rong)消费者合法权益。

(三)主(zhu)要目标(biao)

未来五年,高(gao)质量的普惠(hui)金融(rong)(rong)(rong)体系基本(ben)建成。重点(dian)领域金融(rong)(rong)(rong)服务可得(de)性实现新提升(sheng),普惠(hui)金融(rong)(rong)(rong)供给侧(ce)结构性改(gai)革迈出新步伐,金融(rong)(rong)(rong)基础设施和发(fa)展环境得(de)到(dao)新改(gai)善(shan),防范化解金融(rong)(rong)(rong)风险取(qu)得(de)新成效(xiao),普惠(hui)金融(rong)(rong)(rong)促进共同富裕迈上新台阶。

——基(ji)础金(jin)融服(fu)务(wu)更加普及(ji)。银行(xing)业持续巩(gong)固乡乡有机构、村村有服(fu)务(wu),保险服(fu)务(wu)基(ji)本(ben)实现乡镇全覆盖。基(ji)础金(jin)融服(fu)务(wu)的(de)效率和保障能力(li)显著提(ti)升,数字化服(fu)务(wu)水平明显提(ti)高(gao)。

——经营(ying)主体博(bo)(bo)雅(ya)(ya)官(guan)(guan)(guan)网官(guan)(guan)(guan)方入口(kou)更(geng)加(jia)便利。小微企(qi)业(ye)(ye)、个体工商(shang)户、农户及新型农业(ye)(ye)经营(ying)主体等(deng)博(bo)(bo)雅(ya)(ya)官(guan)(guan)(guan)网官(guan)(guan)(guan)方入口(kou)可得性(xing)持续(xu)提高,信贷(dai)(dai)产品体系更(geng)加(jia)丰富,授信户数(shu)大(da)(da)幅增长,敢(gan)贷(dai)(dai)、愿(yuan)贷(dai)(dai)、能贷(dai)(dai)、会贷(dai)(dai)的长效(xiao)机制基本构建。小微企(qi)业(ye)(ye)直接博(bo)(bo)雅(ya)(ya)官(guan)(guan)(guan)网官(guan)(guan)(guan)方入口(kou)占(zhan)比明显提高,金(jin)融支(zhi)持小微企(qi)业(ye)(ye)科技(ji)创新力度进一步(bu)加(jia)大(da)(da)。金(jin)融服务现代化产业(ye)(ye)体系能力不断增强。

——金融支持乡村(cun)振兴更(geng)加有(you)力。农(nong)(nong)村(cun)金融服(fu)(fu)务(wu)体系更(geng)加健全(quan)。金融支持农(nong)(nong)村(cun)基(ji)础设施和(he)公共(gong)服(fu)(fu)务(wu)的(de)力度持续加大(da)。农(nong)(nong)业(ye)(ye)转移人口(kou)等新(xin)市(shi)民金融服(fu)(fu)务(wu)不断深化。三(san)大(da)粮食作物农(nong)(nong)业(ye)(ye)保险覆(fu)盖(gai)率和(he)保障水平(ping)进(jin)一步(bu)提升。新(xin)型农(nong)(nong)业(ye)(ye)经(jing)营主体基(ji)本实(shi)现信用建档评级全(quan)覆(fu)盖(gai)。脱贫(pin)人口(kou)小额信贷对符合条件的(de)脱贫(pin)户(hu)应贷尽贷,助(zhu)力巩固拓展脱贫(pin)攻坚成果同乡村(cun)振兴有(you)效衔(xian)接。

——金(jin)(jin)融消费(fei)者(zhe)教育和保(bao)护机制更加健全(quan)。金(jin)(jin)融知识普(pu)及程(cheng)度显(xian)著提高,人民(min)群众(zhong)和经营主(zhu)体选择(ze)适配金(jin)(jin)融产品(pin)的能力和风险责任意识明显(xian)增(zeng)强。数(shu)(shu)字(zi)普(pu)惠金(jin)(jin)融产品(pin)的易用性、安全(quan)性、适老性持续提升,“数(shu)(shu)字(zi)鸿沟(gou)”问题进(jin)一步缓解。金(jin)(jin)融消费(fei)者(zhe)权(quan)益保(bao)护体系更加完善,侵害金(jin)(jin)融消费(fei)者(zhe)权(quan)益行为得到及时查处。

——金融(rong)风(feng)险(xian)(xian)防控更加有效(xiao)。中小(xiao)金融(rong)机构等重点(dian)机构和重点(dian)领(ling)域风(feng)险(xian)(xian)防控能力持续提升,风(feng)险(xian)(xian)监(jian)测预警(jing)和化解处置机制不断完善。数字(zi)平台风(feng)险(xian)(xian)得(de)到有效(xiao)识别(bie)和防控。非(fei)法金融(rong)活动得(de)到有力遏制。金融(rong)稳定保障机制进一步完善。

——普惠金融(rong)配套机(ji)制(zhi)(zhi)更加(jia)完善(shan)。普惠金融(rong)基(ji)础(chu)平(ping)(ping)台的(de)包容性和透明(ming)度不断提升(sheng),重点领域信用信息共享(xiang)平(ping)(ping)台基(ji)本(ben)建(jian)成(cheng)。配套法律(lv)制(zhi)(zhi)度体系进一(yi)步完善(shan),诚信履约的(de)信用环境基(ji)本(ben)形(xing)成(cheng),风险分担补偿机(ji)制(zhi)(zhi)逐步优化。普惠金融(rong)高质量发(fa)展(zhan)评价指标体系基(ji)本(ben)健(jian)全。

二(er)、优化普(pu)惠金融(rong)重点领域产品(pin)服务

(四)支(zhi)持小(xiao)微(wei)(wei)(wei)经营(ying)主体(ti)(ti)可持续发(fa)(fa)展(zhan)(zhan)(zhan)。鼓(gu)励金融(rong)机构(gou)开发(fa)(fa)符合小(xiao)微(wei)(wei)(wei)企业(ye)、个体(ti)(ti)工商户生产(chan)(chan)经营(ying)特(te)点(dian)和(he)(he)发(fa)(fa)展(zhan)(zhan)(zhan)需求的(de)(de)产(chan)(chan)品和(he)(he)服(fu)务(wu),加(jia)(jia)大(da)首贷(dai)、续贷(dai)、信用贷(dai)、中(zhong)长期(qi)贷(dai)款投放。建立(li)完善金融(rong)服(fu)务(wu)小(xiao)微(wei)(wei)(wei)企业(ye)科技(ji)创新(xin)的(de)(de)专业(ye)化机制,加(jia)(jia)大(da)对(dui)(dui)(dui)专精(jing)特(te)新(xin)、战略性新(xin)兴产(chan)(chan)业(ye)小(xiao)微(wei)(wei)(wei)企业(ye)的(de)(de)支(zhi)持力度。优(you)化制造(zao)业(ye)小(xiao)微(wei)(wei)(wei)企业(ye)金融(rong)服(fu)务(wu),加(jia)(jia)强对(dui)(dui)(dui)设备更新(xin)和(he)(he)技(ji)术(shu)改造(zao)的(de)(de)资金支(zhi)持。强化对(dui)(dui)(dui)流通领域小(xiao)微(wei)(wei)(wei)企业(ye)的(de)(de)金融(rong)支(zhi)持。规范发(fa)(fa)展(zhan)(zhan)(zhan)小(xiao)微(wei)(wei)(wei)企业(ye)供应链票据(ju)、应收账款、存(cun)货、仓单和(he)(he)订单博雅(ya)官(guan)(guan)网官(guan)(guan)方入口(kou)等业(ye)务(wu)。拓(tuo)展(zhan)(zhan)(zhan)小(xiao)微(wei)(wei)(wei)企业(ye)知识(shi)产(chan)(chan)权(quan)质押博雅(ya)官(guan)(guan)网官(guan)(guan)方入口(kou)服(fu)务(wu)。鼓(gu)励开展(zhan)(zhan)(zhan)贸(mao)(mao)易(yi)博雅(ya)官(guan)(guan)网官(guan)(guan)方入口(kou)、出口(kou)信用保险业(ye)务(wu),加(jia)(jia)大(da)对(dui)(dui)(dui)小(xiao)微(wei)(wei)(wei)外贸(mao)(mao)企业(ye)的(de)(de)支(zhi)持力度。

(五(wu))助(zhu)力乡(xiang)村(cun)振(zhen)兴(xing)国(guo)家(jia)战略有(you)效实施(shi)。健全(quan)农(nong)(nong)村(cun)金融(rong)(rong)服务(wu)体系。做好过渡期内脱(tuo)贫(pin)人口(kou)小额(e)信贷(dai)工作,加(jia)(jia)大(da)对(dui)国(guo)家(jia)乡(xiang)村(cun)振(zhen)兴(xing)重点帮扶县的(de)(de)信贷(dai)投(tou)放和保(bao)(bao)险保(bao)(bao)障力度,助(zhu)力增强脱(tuo)贫(pin)地区和脱(tuo)贫(pin)群众内生发(fa)展动(dong)力。加(jia)(jia)强对(dui)乡(xiang)村(cun)产(chan)业(ye)发(fa)展、文化繁荣、生态保(bao)(bao)护、城乡(xiang)融(rong)(rong)合等(deng)领域的(de)(de)金融(rong)(rong)支持(chi)。提(ti)高对(dui)农(nong)(nong)户、返乡(xiang)入乡(xiang)群体、新型农(nong)(nong)业(ye)经营主体的(de)(de)金融(rong)(rong)服务(wu)水平,有(you)效满足农(nong)(nong)业(ye)转移人口(kou)等(deng)新市民(min)的(de)(de)金融(rong)(rong)需求,持(chi)续增加(jia)(jia)首(shou)贷(dai)户。加(jia)(jia)大(da)对(dui)粮食生产(chan)各个环节、各类主体的(de)(de)金融(rong)(rong)保(bao)(bao)障力度。强化对(dui)农(nong)(nong)业(ye)农(nong)(nong)村(cun)基(ji)础设(she)施(shi)建设(she)的(de)(de)中长期信贷(dai)支持(chi)。拓宽涉(she)农(nong)(nong)主体博雅官网官方入口(kou)渠道,稳妥推(tui)广农(nong)(nong)村(cun)承包土(tu)地经营权(quan)(quan)、集(ji)体经营性建设(she)用地使用权(quan)(quan)和林权(quan)(quan)抵押(ya)贷(dai)款。积极探索开展禽畜活体、养殖(zhi)圈舍、农(nong)(nong)机(ji)具(ju)、大(da)棚设(she)施(shi)等(deng)涉(she)农(nong)(nong)资产(chan)抵押(ya)贷(dai)款。发(fa)展农(nong)(nong)业(ye)供应链金融(rong)(rong),重点支持(chi)县域优势特(te)色(se)产(chan)业(ye)。

(六)提(ti)(ti)升民生(sheng)(sheng)领域金(jin)(jin)(jin)融(rong)(rong)服(fu)(fu)务(wu)(wu)(wu)质量。改革完(wan)善(shan)社(she)会领域投博雅官(guan)网官(guan)方(fang)入口体(ti)制(zhi),加快推(tui)进(jin)社(she)会事业(ye)(ye)补短板。落(luo)实好创(chuang)业(ye)(ye)担保贷(dai)款(kuan)政策,提(ti)(ti)升贷(dai)款(kuan)便利度。推(tui)动妇女创(chuang)业(ye)(ye)贷(dai)款(kuan)扩面增量。支(zhi)持(chi)金(jin)(jin)(jin)融(rong)(rong)机构在(zai)依(yi)法合(he)规、风险(xian)可(ke)控前提(ti)(ti)下,丰富大学生(sheng)(sheng)助学、创(chuang)业(ye)(ye)等(deng)(deng)金(jin)(jin)(jin)融(rong)(rong)产(chan)品。完(wan)善(shan)适老(lao)(lao)(lao)、友好的(de)金(jin)(jin)(jin)融(rong)(rong)产(chan)品和服(fu)(fu)务(wu)(wu)(wu),加强(qiang)对(dui)养(yang)老(lao)(lao)(lao)服(fu)(fu)务(wu)(wu)(wu)、医疗卫生(sheng)(sheng)服(fu)(fu)务(wu)(wu)(wu)产(chan)业(ye)(ye)和项目的(de)金(jin)(jin)(jin)融(rong)(rong)支(zhi)持(chi)。支(zhi)持(chi)具有养(yang)老(lao)(lao)(lao)属性的(de)储蓄、理财、保险(xian)、基(ji)金(jin)(jin)(jin)等(deng)(deng)产(chan)品发展。鼓励信(xin)托公司(si)开发养(yang)老(lao)(lao)(lao)领域信(xin)托产(chan)品。注重(zhong)加强(qiang)对(dui)老(lao)(lao)(lao)年人(ren)、残疾人(ren)群体(ti)的(de)人(ren)工服(fu)(fu)务(wu)(wu)(wu)、远程(cheng)服(fu)(fu)务(wu)(wu)(wu)、上门服(fu)(fu)务(wu)(wu)(wu),完(wan)善(shan)无障碍服(fu)(fu)务(wu)(wu)(wu)设施,提(ti)(ti)高(gao)特殊群体(ti)享受金(jin)(jin)(jin)融(rong)(rong)服(fu)(fu)务(wu)(wu)(wu)的(de)便利性。积极(ji)围绕适老(lao)(lao)(lao)化、无障碍金(jin)(jin)(jin)融(rong)(rong)服(fu)(fu)务(wu)(wu)(wu)以(yi)及生(sheng)(sheng)僻(pi)字处(chu)理等(deng)(deng)制(zhi)定实施金(jin)(jin)(jin)融(rong)(rong)标准。

(七(qi))发(fa)挥普惠金融(rong)(rong)支(zhi)持绿(lv)(lv)(lv)(lv)色(se)低碳发(fa)展(zhan)作用。在普惠金融(rong)(rong)重点领(ling)域服务中融(rong)(rong)入绿(lv)(lv)(lv)(lv)色(se)低碳发(fa)展(zhan)目标(biao)。引导(dao)金融(rong)(rong)机构(gou)为(wei)小微企业、农(nong)(nong)业企业、农(nong)(nong)户技术(shu)升级改造(zao)(zao)和(he)污染治理等(deng)(deng)生(sheng)产经(jing)营(ying)方式(shi)的(de)绿(lv)(lv)(lv)(lv)色(se)转(zhuan)型提供支(zhi)持。探(tan)索开发(fa)符合小微企业经(jing)营(ying)特点的(de)绿(lv)(lv)(lv)(lv)色(se)金融(rong)(rong)产品,促进绿(lv)(lv)(lv)(lv)色(se)生(sheng)态农(nong)(nong)业发(fa)展(zhan)、农(nong)(nong)业资源(yuan)综合开发(fa)和(he)农(nong)(nong)村生(sheng)态环(huan)境治理。支(zhi)持农(nong)(nong)业散煤治理等(deng)(deng)绿(lv)(lv)(lv)(lv)色(se)生(sheng)产,支(zhi)持低碳农(nong)(nong)房(fang)建设(she)及(ji)改造(zao)(zao)、清(qing)洁炊具和(he)卫浴、新(xin)能源(yuan)交通工(gong)具、清(qing)洁取暖改造(zao)(zao)等(deng)(deng)农(nong)(nong)村绿(lv)(lv)(lv)(lv)色(se)消费,支(zhi)持绿(lv)(lv)(lv)(lv)色(se)智能家电(dian)下乡(xiang)和(he)以旧换(huan)新(xin),推(tui)动城乡(xiang)居民生(sheng)活方式(shi)绿(lv)(lv)(lv)(lv)色(se)转(zhuan)型。丰(feng)富绿(lv)(lv)(lv)(lv)色(se)保险服务体系。

三、健全(quan)多(duo)层次普(pu)惠金(jin)融机(ji)构组织体系

(八)引导(dao)各类银(yin)行机(ji)(ji)(ji)构(gou)坚(jian)守定(ding)位、良(liang)性竞(jing)争。推动(dong)(dong)各类银(yin)行机(ji)(ji)(ji)构(gou)建立健全(quan)敢贷(dai)、愿贷(dai)、能(neng)贷(dai)、会(hui)贷(dai)的(de)长效机(ji)(ji)(ji)制(zhi)。引导(dao)大型银(yin)行、股(gu)份制(zhi)银(yin)行进一步做深做实(shi)支持(chi)小(xiao)微(wei)经(jing)营(ying)主体和乡村振兴的(de)考核激励、资源(yuan)倾斜等内(nei)部机(ji)(ji)(ji)制(zhi),完善(shan)分支机(ji)(ji)(ji)构(gou)普(pu)惠金融服务(wu)机(ji)(ji)(ji)制(zhi)。推动(dong)(dong)地方法(fa)人银(yin)行坚(jian)持(chi)服务(wu)当(dang)地定(ding)位、聚焦支农支小(xiao),完善(shan)专业化(hua)的(de)普(pu)惠金融经(jing)营(ying)机(ji)(ji)(ji)制(zhi),提(ti)(ti)升治(zhi)理能(neng)力,改进服务(wu)方式。优化(hua)政策性、开发(fa)性银(yin)行普(pu)惠金融领域转贷(dai)款业务(wu)模式,提(ti)(ti)升精细化(hua)管理水平,探(tan)索合(he)作银(yin)行风险共担(dan)机(ji)(ji)(ji)制(zhi),立足(zu)职能(neng)定(ding)位稳妥开展小(xiao)微(wei)企业等直贷(dai)业务(wu)。

(九)发挥其他各类(lei)机构(gou)补充(chong)作用。发挥小额贷款公(gong)(gong)司灵活、便捷、小额、分散的优势,突出消费(fei)金融(rong)公(gong)(gong)司专(zhuan)业(ye)(ye)(ye)化、特色(se)化服务(wu)功能(neng),提升普(pu)惠金融(rong)服务(wu)效(xiao)能(neng)。引(yin)导博(bo)雅官网官方入口(kou)担保机构(gou)扩大支农(nong)支小业(ye)(ye)(ye)务(wu)规(gui)模,规(gui)范收费(fei),降低门槛。支持金融(rong)租赁、博(bo)雅官网官方入口(kou)租赁公(gong)(gong)司助(zhu)力(li)小微(wei)企(qi)业(ye)(ye)(ye)、涉(she)农(nong)企(qi)业(ye)(ye)(ye)盘活设备资产(chan),推动实现(xian)创新(xin)升级。引(yin)导商业(ye)(ye)(ye)保理公(gong)(gong)司、典当行等地方金融(rong)组织专(zhuan)注(zhu)主业(ye)(ye)(ye),更好服务(wu)普(pu)惠金融(rong)重点领域(yu)。

四、完善高质量普惠(hui)保险体(ti)系(xi)

十、加强政策引导和治理协(xie)同(tong)

(二(er)十六)优化(hua)普惠金融政(zheng)(zheng)策(ce)体(ti)系。发挥(hui)货币信贷政(zheng)(zheng)策(ce)、财税政(zheng)(zheng)策(ce)、监管政(zheng)(zheng)策(ce)、产业政(zheng)(zheng)策(ce)等激(ji)励(li)约(yue)束作用。根据经济周期(qi)、宏观环境动态调整政(zheng)(zheng)策(ce),区分短(duan)期(qi)激(ji)励(li)和长效机制(zhi)(zhi),完(wan)善短(duan)期(qi)政(zheng)(zheng)策(ce)平稳退出机制(zhi)(zhi)和长期(qi)政(zheng)(zheng)策(ce)评估反馈(kui)机制(zhi)(zhi)。加强部(bu)门间协(xie)同(tong),推动各类政(zheng)(zheng)策(ce)考核(he)标准(zhun)互认互用。

(二十(shi)八)完善差(cha)(cha)异化监(jian)管政策(ce)。定期开展商(shang)业银行小微企(qi)业金(jin)(jin)(jin)融(rong)(rong)服务监(jian)管评价和(he)金(jin)(jin)(jin)融(rong)(rong)机构服务乡(xiang)村振兴考(kao)核(he)评估,加强结果运用。优化普惠(hui)金(jin)(jin)(jin)融(rong)(rong)监(jian)管考(kao)核(he)指(zhi)标(biao)和(he)贷(dai)款风险权重、不良贷(dai)款容忍度等(deng)监(jian)管制度,健全差(cha)(cha)异化监(jian)管激(ji)励(li)体(ti)系,引导金(jin)(jin)(jin)博雅(ya)官(guan)网(wang)官(guan)方(fang)入口(kou)源向重点领域和(he)薄(bo)弱(ruo)环节倾斜。

(二十(shi)九)用(yong)好财税政(zheng)(zheng)策(ce)支(zhi)持工(gong)具。优化财政(zheng)(zheng)支(zhi)持普(pu)惠(hui)(hui)金(jin)(jin)(jin)融(rong)(rong)发(fa)(fa)展(zhan)政(zheng)(zheng)策(ce)工(gong)具,提(ti)(ti)高(gao)普(pu)惠(hui)(hui)金(jin)(jin)(jin)融(rong)(rong)发(fa)(fa)展(zhan)专项资金(jin)(jin)(jin)使(shi)用(yong)效能,实(shi)施中央财政(zheng)(zheng)支(zhi)持普(pu)惠(hui)(hui)金(jin)(jin)(jin)融(rong)(rong)发(fa)(fa)展(zhan)示范区奖(jiang)补政(zheng)(zheng)策(ce)。落(luo)实(shi)金(jin)(jin)(jin)融(rong)(rong)企(qi)业呆账核销管(guan)理(li)制度,提(ti)(ti)高(gao)普(pu)惠(hui)(hui)金(jin)(jin)(jin)融(rong)(rong)领域不良贷款处置(zhi)效率。落(luo)实(shi)小微企(qi)业、个体(ti)工(gong)商(shang)户、农(nong)户等(deng)普(pu)惠(hui)(hui)金(jin)(jin)(jin)融(rong)(rong)重点群体(ti)贷款利息收入免征增值税政(zheng)(zheng)策(ce)。

(三十六)强化(hua)监(jian)测评(ping)(ping)估。建立(li)健(jian)全与高质(zhi)量发展相适应的普惠金(jin)融(rong)指标体(ti)系(xi),探索(suo)开(kai)展以区域(yu)、机构等(deng)为对象的普惠金(jin)融(rong)高质(zhi)量发展评(ping)(ping)价评(ping)(ping)估。完善(shan)小(xiao)微企业(ye)(ye)、新型农业(ye)(ye)经营主体(ti)等(deng)博(bo)雅官网官方入(ru)口(kou)状况相关调查制度。深入(ru)开(kai)展中(zhong)小(xiao)微企业(ye)(ye)博(bo)雅官网官方入(ru)口(kou)状况监(jian)测评(ping)(ping)估。加大区域(yu)信用信息(xi)基(ji)础设施建设考核力(li)度。

(三十(shi)七)推(tui)进试点示范。深(shen)入推(tui)进普惠金融改革试验(yan)区建设。支持各地开展金融服务(wu)乡(xiang)村振兴等试点示范。在全面评估效(xiao)果基础上,积极稳妥推(tui)广普惠金融业务(wu)数字化(hua)模式、“银税互动”等部门信用(yong)信息共享、区域性综合金融服务(wu)平台(tai)等成熟经验(yan),不断探索(suo)形成新(xin)经验(yan)并(bing)推(tui)动落(luo)地见(jian)效(xiao)。
